 What is a state?

In modern days, a state must have the
following characteristics to become a state:
1) The people
2) A territory with internationally recognized borders
3) Sovereign political authority

Any state that lacks any of the characteristics mentioned above is not perfect.


Is Pakistan a perfect state?

No, it's not. Pakistan still has Kashmir and Afghanistan border disputes. Until those disputes are solved, Pakistan will remain an imperfect state. So is India. It has many disputed borders with its neighbors.

Also, sovereignty does not lie with the people. Since its inception, the state has been under military control. Pakistan will remain imperfect until the military releases its hold on political authority to its people.


The current political system:

1) Apparently, the state is run under an indirect parliamentary system. The parliament has an upper and a lower house. The upper house is Senate, and the lower house is called National Assembly.

The office of Prime Minister:

The lower house elects Prime Minister. He is called the Quaid-e-Awan, the leader of the house. He is responsible to run the administration. He picks his cabinet members from the National Assembly and the Senate. If he chooses an outsider technocrat, he is called an advisor, not a minister.
Ministers are in charge of various ministries that direct various government departments such as the Ministry of Defence, Ministry of Foreign Affairs, Ministry of Finance, Ministry of the interior, and many more.

The office of President:

President is a ceremonial head of state. He is elected by the provincial assemblies. He issues ordinances if needed in lieu of laws that parliament doesn't inact. Those ordinance are valid for three months. They must go to the floor  of the house to get approval of the parliamentarians, otherwise, they become null and ineffective. He signs summaries of appointments and promotions of bureaucrats. The summaries are submitted to the office of the President. He also dissolves the National Assembly if he is advised to do so by the Prime Minister.

It is nothing but system of agents/Dalals.

The word for agents in Urdu is Dalal. People do not control law making, policy making or decision making processes. These agents undermine the wishes of the people. The people like to go one way, but these agents go the other. The people want one kind of policy and these agents make diametrically opposite. Same thing happens on decision making.

This is the key issue in Pakistani system. The system of agents has destroyed Pakistan. Pakistan dismembered in 1971 because of this system of agents
